The 2024 budget cycle is complete. Now, staff can begin implementing it. See you later this year when we get started on the plan for 2025!

A speech bubble containing the words BUDGET 2024

BACKGROUND

Municipalities own, maintain, and operate a wide range of infrastructure to support the provisions of needed and desired services for their communities. Examples of these assets include:

  • police and fire stations
  • roads and sidewalks
  • street lighting
  • pipes and facilities for disposal of sewer and storm water
  • arenas, pools, sports fields, and playgrounds
  • and more

Growth in the community requires expansion to existing infrastructure to provide municipal services for new residents and businesses. Councils are continually challenged to maintain current infrastructure and services while also addressing the demand for enhanced and new services—and keeping it all within affordable levels for their communities.

Whether your garbage is being collected, your street is being plowed, or you are visiting the splash park, you are witnessing your tax dollars at work. It is municipal budget decisions, at the direction of Mayor and Council, that set the funding levels for the programs and services that maintain your quality of life. Developing this budget involves making difficult decisions between essential programs, infrastructure demands, and the wants and needs of residents.

The City of Terrace needs to ensure it is budgeting adequately to maintain long-term financial stability for the future of the community as well as focusing on the wants and needs of today.

At the January 8, 2024, regular council meeting, staff presented the results of the 2024 Budget Consultation.

Each year, the City is required under the Community Charter to hold public consultation on the upcoming budget and 5-year financial plan. This year, as in the past two years, our consultation included a comprehensive budget overview document for the public to review online or on paper. Following public feedback, we simplified the questions this year and also removed the registration requirement for online feedback through Engage Terrace.

We collected feedback from November 29 to December 22, 2023, and received 31 responses, all online. This is comparable to the 25 received in 2023 and the 34 in 2022.

This year, we also included an in-person component, providing members of the public with the opportunity to comment in person or online through Microsoft Teams at last night's meeting. However, no members of the public were present.

The feedback received through Engage Terrace is available below, along with the report to council accompanying it.

Our budget 2024 process continues. Tonight, we look at our operating costs.

Last week, staff presented capital projects and expenses—these are our long-term investments in our infrastructure and facilities, like road reconstruction, park upgrades, equipment replacement, sewer and water infrastructure, and other one-time costs. Generally, these are paid for through our reserve fund as well as grants we apply for (something we do a lot!). Staff outlined our plans for next year as well as our goals for the four years after that, as required by the Community Charter, for Council to review.

Tonight, we’ll be talking about the operating costs—that’s our ongoing, repeated expenses for things like staff wages, utilities, and supplies. These costs are generally paid for with property taxes and user fees (and we usually aren’t allowed to use grants for operating costs). We’ll also be sharing the results of our Citizen Satisfaction Survey so Council and staff can consider them before the budget is finalized.
